According to the district manager for a major USA Refiner with lots of stations in Mexico many Pemex stations do not have ULSD. Many U S A importers bring ALL of their fuel from the USA. By this January all stations were supposed to have the fuel. But with Pemex almost bankrupt and AMLO having so many problems I think ULSD is not too important. The refineries that were supposed to be modified of built did not happen. But I think they finally got some Banks to bail out Pemex so things could change. If anyone has more info please share.
