I don't know about Guerrero. Nation-wide the picture doesn't inspire confidence: Daily cases and deaths. Look at the period from May15 to June 15 - no signs of drop. Same in both Bajas, no drop and there is a distinct spike in the last month: https://datos.covid-19.conacyt.mx/.

Immunity doesn't last forever, likely less than a year. By the time we finish vaccinating 70% in the US and Canada, those vaccinated in February will already start losing immunity. In Mexico they will be playing catch-up for years to come.
