That’s not quite an accurate statement.

Look at a map of North America. International Falls MN is more than 500 miles north of Toronto and Southern Ontario. Fort Kent ME is a little over 300 miles north Toronto. To exclude southern Canada from reception they would have to also exclude huge areas of north US.

Now having said that, when you get into northern areas there definitely isn’t service, but from talking to friends who have visited Canada their Dish service did in fact work.

Check the DTV coverage maps. DTV covered a lot of the Western Provinces and up into Alaska. That was SD so not sure about HD.

Coverage of the states does spill over the border. Also since DTV birds are south of Texas they don't have the east west arcs of Dish.
