I live in St George and I second the suggestion of Cedar City KOA, usually at least 10 degrees cooler up there.

The Leeds KOA overlooks I-15, so noise may be an issue. Sand Hollow State Park is a handful of miles off I-15, so quieter but virtually no shade (but does have nice FHU sites).

Mesquite is 30+ minutes closer to you, but always 5+ degrees hotter than St George.
