The only thing I will add is to get the name and employee number or some way to identify the person that says..'oh sure, no problem'. In fact, I would ask for a supervisor when asking for verification.
One other way to accomplish the trip...ferry is $$ I believe, if you find that she cannot cross the border, or, you try and she is turned back, she could fly up and you drive. She would need to fly home too, but hey..it's a way.
An aside...if the matter is a viewed as a Criminal Offense in Canada, that makes a person ineligible to enter Canada.
