The OregonDOT flickr photostream says 'Massive sinkholes have opened up on U.S. 101 near the coastal town of Harbor. Detours are in place.' - plural

From the station photos I'd say its near the Fireside Diner (Harbor Cafe on the map) just above the harbor. From the Sat view it looks like there is a stream running in a culvert under the highway, roads and parking lots. Erosion in and around the culvert could be the cause.
I believe the detour is on OR816 which runs below this area, closer to the port. Portside RV park appears to occupy the lower reaches of this ravine.

Yes, it is a failed culvert under the Diner parkinglot and adjacent roads.
