Route 15 will take you into PA way out by Gettysburg. And trying to travel Rte 30 from G'burg to Lancaster, would be a pain in the neck.
The trick is to hit the beltways around Balt and DC either early in the am before the work traffic begins or later in the evening after the 5 o'clock commuters are home.
The OP was asking for a route not involving I-95. And I agree Rt 30 from Gettysburg to Lancaster would be horrible. According to google it would take 1 hr and 9 minutes from G-burg to Lancaster on Rt 30. My estimate would be much more than that. Closer to 2 hours. However, staying on Rt 15 North to the PA Turnpike then east to the Harrisburg East exit to PA 283 east to Lancaster shows 1 hr and 12 minutes which I would consider a realistic travel time.
