We went up to Cape Breton back in 2008. From the Bar Harbor area, we drove route 1 to the border at Calais/St. Stephen. East of Machias, the road surface of route 1 was in poor condition and had no shoulders. Of course, the road may have been repaved since then, so this info may not apply.
We came back of route 9 out of Calais, which was a much better road, newly paved at the time and with shoulders. For you consideration, take route 3, 1A and 46 to join with route 9. No need to go all the way north to cross at Houlton.
Cape Breton is beautiful. If you can, spend a day at Fortress Louisborg.
The tides in the Bay of Fundy are amazing. A visit to Hopewell Rocks in New Brunswick was a highlight of our trip.
