We found that Onstar originates in Canada to there is NO extra fees to you Onstar. You are only charged the minute prices as if you are in the USA. Keep in mind that Onstar won't work on much of the Alaska Highway. Similar to cellular service, it will work in the communities only. Thus it isn't a popular feature here in Yukon!
