How about all the electric vehicles that don't pay any fuel tax, yet use the roads just like the rest of us? True, for now the EV's are just automobiles, but consider that they will get bigger and you'll start seeing electric powered big trucks and MH's? Out here in WA, too much of the gas tax (which is about the highest of any state) goes to mass transit and doesn't get spent on roads.
