What about Rving in Chile?

A friend who lives there would not let us rent a car for travel in Chile... had us picked up at the airport in Lima by limo. We used buses to travel as even the police will shake your down for a bribe to continue if in a car. Maybe as someone who already lives there and speaks the Spanish, maybe things have changed???
