Point Roberts is a small U/S peninsula south of B.C that has no land access from continental U.S. and can't be accessed by vehicle without driving from Canada. Because it relied largely on Canadians to support it's small businesses and continental U.S. citizens can't get to it by driving, it has literally been abandoned. They can't even solve that conundrum.
Unless you have first hand knowledge to the contrary, Point Roberts is in no different situation than the State of Alaska.
Transiting Canada to travel between landlocked areas is, and always has been permitted.
