To answer your question, the metro stop at the RV Park will get you on a train that crosses directly over the river. As I recall, you get off two or three stops down, leaving you a few blocks' walk to the Arch. Very convenient. I don't recall that there is a pedestrian walk across the bridge, but we didn't look for one, either.

We used to live nearby in Alton, IL. Places to visit in the St. Louis- The old capitol building downtown, St. Louis Zoo, Art museum, Arch, and Budweiser brewery. Enjoy!
