Can't help you with the latter, but the former, they should be.

In any case, there are tons of private campgrounds not far off the Parkway in case you get into a jam, and I imagine they've all been doing a boom business, and should be open.

I'm going to assume you meant October and not March. And the answer is, it depends. Some close in September and some in October.

Note that Otter Creek and Roanoke Mountain campgrounds in Virginia and Crabtree Falls in North Carolina were closed the entire season. The remainder should be re-opened through the remainder of October. Most usually close for the season October 31 or so.
