OK, after further searching I found this, it is a City of Norton Park, sounds pretty nice, 18 FHU sites. And Cheap, may have to look into this myself. ;)https://www.virginia.org/listings/PlacesToStay/FlagRockRecreationAreaCampground/
But after even further research, found this, that has No mention of FHU, only electric hook up, http://www.nortonva.gov/DocumentCenter/View/1965/Flag-Rock-Brochure-for-Website, also found that the road in is basically one lane, very hilly, & VERY winding, with a few 180 degree switchbacks.
