Stayed there late March this year and had plenty of waterfalls. Also stayed in June and the waterfalls and rivers were even better, but the weather was so hot.
As far as trailer sites...you'll have to look at the site list on the reservation website. They list the sites that can accommodate your trailer. Like you've heard, there aren't that many.
