While there are large RV communities in Arizona and the Texas Rio Grande Valley, and there are planned, restricted retirement communities in Arizona (e.g. Sun City West) along the lines of The Villages, the two things do not really mix. I suspect folk buying into these communities are doing it to be with "people just like us" and those living in RVs and moving around frequently are in their view something different.
But it is not difficult to be near one of these places, as you will find them everywhere where the winter climate is moderate. There are Sun City developments in Arizona, Florida, Texas, South Carolina, the Texas Hill Country. You will find similar but unrelated communities in California, both the desert southwest and the East Bay area.
You will also find RV Resorts (mostly ownership) in the same areas, but the RV resorts will be separate, as well as being separate from the sometimes massive lower cost manufactured housing and RV park model communities clustered nearby.
