The fee structure has both per-site fees and per-usage fees (and some fixed administrative fees that I guess are per account). Apparently they were being charged for the correct number of gallons used, but missing out on the per-site fees. They apparently have the per-gallon fees correct, but were missing some per-site fees. The rate sheet is online here if you want to compute for yourself.
