Whalen Island county park is close by. It's a small county campground -no ORV's - quiet, but no services. It's too much money for what it is, but the location is real neat. You're on a small island with a nature trail and a small day use area. A constructed narrow spit of land connects the "island" to the mainland.
Cape Lookout State Park is just north of Sand Lake. They have electricity and water - showers in the rest rooms. It's a pretty area, but every time I've been there it's been windy and/or foggy. there's real nice hiking trail on a ridge that juts out in the the ocean in the Cape Lookout Trail. (The trail is 3 miles away from the campground.)
x2. Sand lake is a state designated ORV park, If you camp there expect ORV's in the campground and ORV use nearby, quite a bit on weekends. IMHO it is a campground for easy OHV use, that's what I've used it for.
If you want other campgrounds, yes Whalen island is a good one nearby.
We go to Cape lookout quite often. it can be cloudy and windy, or beatifull, calm and sunny, kinda like any oregon beach campground.
Heads up on Cape lookout. about 1/4 of the campsites have full hookups, some have water/electric, and over half are campsite that will take a trailer often any size you have but no water/electric/sewer, although water is nearby. They do have showers in all the campground loops. And the hiking trails are really nice. - mtnbbudExplorer II

Campgrounds are very sparse and windy!!!
- louiskathyExploreryou don't say how far north... Sea & Sand RV park in Depoe Bay, OR. is Right on the Beach. If you like looking at the ocean waves from your camp site.
- 525pillyExplorerYour post is somewhat vague, assuming you want to about places north of Newport, Cape lookout State Park is nice, right on the beach, part of it protected from the wind by sand dunes, There is a sand spit north of the campground so the total beach is about 4 1/2 miles long, easy to get away from the crowded area. The sites run from dry to full hookup, there are showers and bathrooms. There is a 2 1/2 mile trail on the cape with spectacular views up and down the coast. Like any Oregon State park, it is clean and well maintained.
Farther north is Fort Stevens State Park, which includes the remains of and old Coast Artillery base, part of it dating back to Civil War days. There are guided tours of the underground areas of the old gun emplacements, and trails to some scattered installations. The park has several miles of paved hik9ing/biking trails and some wildlife viewing ares over the tide flats. There are several miles of open beach, accessible from the campground or separate parking areas. It is about a mile from the campground to the beach, with good road and trails. There is also a nice freshwater lake for swimming or paddling. Enjoy!
