"Safe" is the rational. Watch any YouTube video or read any article that quotes or contains speak from a politician, notably most state Governors whose affiliation is non withstanding, although there are noticeable differences in the philosophies if you can call it that between affiliations.
"We have to keep you safe", or "We have to keep the public safe", or "It's all about being safe", or "We are thinking of safety", or "We want to be safe".
Do you feel any safer than you felt 9 weeks ago? How do you like the new "safe" normal? Safe, safe, safe, sure glad we're all safe.
