If you use a preposition (like to, from, by, about, outside, against, etc.), then it's "whom".

The Black Hills are in the mountains, so it will be cooler than down by Hot Springs. the Badlands are a bit lower in elevation so it can get hot during the day and cold at night. Ive been there in July and August. Never had an issue with heat, that's not to say a heatwave wont hit when you plan to go!

Badlands....A quick overnight on the eastern end then a drive west on 240 to Wall. Catch I90 over to Rapid City and and spend your time in the Black Hills where there is shade. We were there in late June early July and were wearing heated gear when we headed east.

The Badlands are one of my favorite NP. Go for it. Two or three days will do. Anyone can stand a little heat for that long.
Please give me enough troubles, uncertainty, problems, obstacles and STRESS so that I do not become arrogant, proud, and smug in my own abilities, and enough blessings and good times that I realize that someone else is in charge of my life.

We ave been there in July and it is fine. Only problem, and it really isn't a problem, is that during the mid day sun, all the animals are deep in the woods where you can't see them. Only ones that come out are the donkeys looking for a handout. You might also suffer a hail storm

WOW, that's an open ended question, Too hot? According to who, Or is it whom, but seeing that your from Ontario, and there's nearly NO shade there, I'd say yes.
Actually, the average temp in July is 89F, but I'm sure it can be quite a bit warmer.
