If you're talking Vancouver, BC, you won't find anything on or near the ocean. There is a nice RV park in Fort Langley, just east of Vancouver that is next to the Fraser river.
If you take a short ferry ride to the Sunshine Coast north of Vancouver, there are some RV parks there that will be close to the ocean but not sure if any are on the ocean. The Sunshine Coast is lovely though and worth a visit.
There is an RV park in Point Roberts just south of Vancouver, south of the 49th parallel and is in the USA. Point Roberts is a small spit of land only accessible by land from Canada.
Vancouver WA is nowhere near the ocean and next to the Columbia River.
