Something you may try is the Scotland – Jamestown free car ferry run by VDOT. You can see both Jamestown sites from the river. One way takes about twenty minutes. We took it and then went to Chippokes Plantation State Park. The ferries run on a regular schedule.

We had Mexican at El Sabor Mexicano. It’s on route 60/603/6925 Richmond road. Not much to look at from the outside, but the food was good and the price was reasonable. We stayed at American Heritage and took route 60 to the Colonial Parkway. There are quite a few reasonable places on that route.
We saw several families having picnic lunches under the trees in the parking lot at Colonial Williamsburg. You may want to consider that.
