That statement implies this was NOT on purpose.....
Tank valve may have been left open by mistake OR did NOT fully close.
End cap popped off due to weight of stuff on line and bouncing from roadway.

Dumped/sprayed 120 gallons -------only reason to stop was due to blown tire. Not much I could do about tanks dumping.
And had a LEO stopped, he could also have ticketed you for illegal dumping, no matter the circumstances. Had that happen to a friend under similar circumstances. Went to court and got it tossed, though, and got to see the judge ream the LEO for wasting his time. Still, cost him time and court fees.

LEO didn't BUT Kansas DOT did.
Brought me the ripped off header and helped me change tire using his big impact wrench.
Really wasn't concerned either way about LEO.
S**** happens and then you deal with it.
