It can, but not any further down. Due to the setup of my truck, I had to install a Reese Sidewinder. Lowering that any further will not allow it to operate properly.
It sounds like you need a sliding hitch. What kind of bedrail clearance do you have currently? Is your truck level with the trailer attached? What is your loaded pin weight?
