The problem you mention is the main reason we do not have a Toy Hauler. There is no easy way to do get the ATVs to the trails. Riding them on the road in Colorado is not legal, and if the County Sheriff doesn't enforce the law, the campground does.
It sounds like towing tandem is legal where you are. If it is, consider getting a regular fifth wheel and towing a utility trailer behind. That has solved our dilemma.
