You may construct a 120 sq ft building and it does not require a permit. A 200 sq ft building require a NO fee permit. But you can construct 2 ( or more) 120 sq ft or 200 sq ft buildings and they cannot attached; space them 1/4" apart, and you bypass any fees.....Wonder how that slipped through?????
