The first sentence is correct. The second sentence is not true. If you just purchased your RV or vehicle from an out of state dealer, you will pay AZ sales tax when you register it in AZ, unless you can show you paid sales tax in the state where you purchased it. If you purchased it from a private party in AZ or any other state, you pay NO sales tax when registering it, only registration fee.
If you already own your RV, and bring it into AZ to register it, you will ONLY pay the annual registration fee, NO sales tax will be assessed, no matter what state it was previously registered in. (I have lived in and registered vehicles and RV's in Arizona every which way for over 40 years)
