Stupid design for water fill panel, or something missing?

Everytime I fill my fresh water tank I get water in my basement. I have one of those panels inside my basement door that has a shower, hot water heater bypass, tank valve controls, tv hookups etc. ...

Yeah, dumb design. I have the same set-up. Haven't had the water in the basement issue, but try adding water to the FW tank with anything but a hose. The fill is at the very top of the panel and the basement door on that side only opens a little past 90 degrees. Even if the door opened all the way like the curb side, it would be tough to fill with a water jug with a hose/spout.
