Stupid design for water fill panel, or something missing?

Everytime I fill my fresh water tank I get water in my basement. I have one of those panels inside my basement door that has a shower, hot water heater bypass, tank valve controls, tv hookups etc.

The problem I have is that my fresh water tank fill and vent are at the top of the panel and when filling the tank, water will run out of the fill spout and the vent when full.

The hot water by pass valve and the anti freeze inlet port are located below the tank fill and water enters my basement thru the spaces behind these ports. I am wondering if something is missing that would seal the spaces behind these ports?
Surely they couldn't have engineered such a stupid design on purpose.

I have not been able to come up with a way to seal them myself. What am I missing?

Talk about poor design I have a 2012 Montana Mountaineer with three holding tanks and one of the grey water valves is covered by the slide out when the slide is in. Have to have the slide out to empty the tank. Genius.

Yeah, dumb design. I have the same set-up. Haven't had the water in the basement issue, but try adding water to the FW tank with anything but a hose. The fill is at the very top of the panel and the basement door on that side only opens a little past 90 degrees. Even if the door opened all the way like the curb side, it would be tough to fill with a water jug with a hose/spout.

Can you pop out the overfill vent screen and put a piece of poly type tubing in it? Long enough to extend down to the bottom of the docking station.

Maybe the designers thought that we RVers would not ever overfill the fresh water intake?

No. I dont have any pictures. Both the hot water by pass and the antifreeze inlet have movable parts that must be free to turn which prevents me from just using a good sealant to plug the openings.
