First, don't call it a "trailer"; call it a "swivel-wheel platform". You start getting into actual definitions of what's a trailer and what's not. Some places don't allow doubles of 2 "trailers" but consider the platform an "extension". Other states require it to be a trailer, with separate s/n =and= license plate. Some allow commercial trucks to have rear tag axles, but don't allow the swivel-wheels as a similar extension. It's a =very= slippery slope and you run your chances. If it's legal in TN, and that's where you're likely to do most of your towing, then go for it. If you're likely to run through surrounding states where it's not, then be prepared to leave it by the side of the road, then figure out how you're going to get it home.
That said, you also have to be aware of frame and towability issues, as you've already alluded to. Our "hitch guy" told me that he's removed a swivel-wheel setup off a FW because it lightened the pin so much that it was like towing a badly weighted bumper pull and nearly wrecked the truck. It's not like you can really shift much weight on a swivel-wheel, since the wheels re at the extreme rear, so most of the weight is still going to be on the FW. The frame can be beefed up, but you still can only do so much.
