This doesn't impact us, because we are true full-timers in that we travel and don't just live in an RV stationary. But, we owned 11 homes in different cities and every one had zoning ordinances, in addition to those neighborhoods with HOA's and their additional rules. The "zoning people" don't come up with laws and regulations on their own. The public and city government set the rules with public input. To be honest, when we owned S&B's I'd not have wanted folks in RV's living permanently on our streets as it would negatively affect home values.
We've not run into the age of rig issue camping as ours is just 3 years old, but many of the parks we've been in across the country have that rule. However, I've seen obviously older but very well maintained rigs allowed to park in many of those. The rule just gives them an easy out for those rig owners that do NOT maintain their rig's appearance.
