Yuck, not in my house.
I will live with faulty sensor readings (most everyone does) and my black tank has never been clogged, not once in 10 years of freely putting Scott tissue in the tank, along with plenty of water. It's the plenty of water part that most people forget.
If you feel that TP is the bane of your black tank, then do what you feel is best.
