My domicile is at a PMB in Aberdeen, WA (Grays Harbor County). It is a county that does not require
emissions testing. Vehicle registration and renewal email remainders can be done on-line. The car is $48.75/year. The 30' MH is $116.75/year. No income tax.
The downside of the emissions testing WA counties for an RVer is that you have to drive to that county for the emissions test, BEFORE renewing the vehicle registration. If you're parked for the winter and have a winter renewal then that is a PITA.
If the OP wants to hang out in Oregon but be a WA resident they may want to make their domicile in a WA border county other than Clark County.
