You might like this website a lot.
FreeCampgrounds.comTHey offer a lot of free and nearly free camping places in every state. I especially like camping in the Forest just north of the Grand Canyon. It is 7,700' elevation, so if you like jogging, you might run out of breath sooner than normal. But it is mostly pretty cool in the summer, and buried in snow from November to April.
Other parts of Arizona are better for winter. Like Ajo, it is a very economical place to spend the winter, very little cost to stay in a campground, or you can dry camp a week, then spend a night or two in a campground, then dry camp another week, until your tanks need to be refilled.
Many like to visit Quartzsite for a few days, or even stay weeks at a time. There is a free campground about 5 miles north of town, that is not nearly as dusty as the others. Full hookup sites can be found for as little as $20 a night, but the better places with larger sites charge more.
