Here is the response I got about 8 hours later. Still not much help. Remember the question was regarding a Canadian citizen who lives part time in Mexico, driving a Mexico plated vehicle who wants to return home to Canada.

In order to limit the further spread of the Novel Coronavirus Disease (COVID-19), on March 21, 2020, the United States reached an agreement with both Canada and Mexico to limit all non-essential travel across land borders. U.S. citizens, lawful permanent residents, and certain other travelers are exempt from this action when entering the United States.

These measures were originally implemented on March 21, 2020 and have been extended by 30 day increments throughout the course of the COVID-19 pandemic. The following travel does not fall within the definition of “essential travel”:
• Individuals traveling for tourism purposes, such as sightseeing, recreation, gambling, or attending cultural events in the United States.
“Essential travel” includes, but is not limited to:
• U.S. citizens and lawful permanent residents returning to the United States.
• Individuals traveling for medical purposes (e.g., to receive medical treatment in the United States).
• Individuals traveling to attend educational institutions.
• Individuals traveling to work in the United States (e.g., individuals working in the agriculture industry who must travel between the United States and Canada or Mexico in furtherance of such work).
• Individuals traveling for emergency response and public health purposes (e.g., government officials or emergency responders entering the United States to support federal, state, local, tribal, or territorial government efforts to respond to COVID-19 or other emergencies).
• Individuals engaged in lawful cross-border trade (e.g., truck drivers supporting the movement of cargo between the United States, Canada, and Mexico).
• Individuals engaged in official government travel or diplomatic travel.
• Individuals engaged in military-related travel or operations.
This action does not apply to air, freight rail, or sea travel at this time, but does apply to commuter rail and ferry travel.
CBP officers at ports of entry make the determination of whether a traveler is admissible to the United States, taking into account the totality of the traveler’s circumstances.
