I think Toy Hauler would be a contradiction in terms. Probably a Super C would, with an apartment for a small car

Cab Chassis version of the Van, can be had as a 15,400lb GVWR version GCVWR of 23,000lbs 8,600lb payload for the long wheelbase version, 9000lb for the short wheelbase version

As a Cab Chassis it can do this

Was thinking of doing this exact thing before I settled on my truck camper. I was going to use the space above the smart car as the bed area.

The class C has a tow rating of 8000lbs anyway. Would say it would take as long being winched inside

I would think due the small camper size the garage part of it becomes part of your living space when the car is removed.
I can't see myself attempting to dry it off on a rainy day to transport it. How would you keep the undercarriage clean and dry ?
I guess they would have to clean the entire floor each time .

Of course that camera angle makes the interior look big. I have a feeling it is actually pretty small inside.

It definitely eliminates tow bars, electrical connections and braking systems.

But, tying it down inside the RV and stowing the ramps may take longer than hooking up the tow bar?
And you are limited to a very small car.
