Different states have different rules regarding HOA's and the requirements for rule changes. These procedures are spelled out in the association's documents. An association may not selectively enforce a particular rule or regulation however, even if a rule was not enforced in the past, should a board decide to enforce a rule it may, however it must do so with everyone who is in violation. I also agree the definition of overnight parking should be explored. Many newer associations will define overnight parking in their formation documents. Some will define it to mean no overnight habitation in an RV and others will define it to mean RV's are not allowed on the premises overnight. It might be best to really read over your HOA documents. ( by laws and articles of incorporation)
