rear hub caps

I have a 2004 National Sea Breeze. One of my rear tires is loosing air. The local Goodyear dealer said he could fix it but I would need to remove the hub cap.
It doesn't look to me as if there is a hub cap. If that projection in the center is a hub cap, how do I get it off?
Thanks in advance for any advice.

    Since he's not bothered to return, I looked up his model on the net and, it appears it's a gas, class A rig and, most likely with a lighter duty chassis which, means wheel liners. And that means, it's not the polished alloy wheels and the rear Freightliner removable hub cover with the tool you show.

    Well Sir,
    Since there are a few different types of rear wheel caps, liners, wheels, and more, my suggestion here would be for you to take a picture of your wheels and, post them on here. This will help immensely to figure out how things disassemble.

    Do not know make of caps. They are more like long cylinders than hub caps.

    My wheel liners are held on by some of the lug nuts. Remove chrome cover to access wheel lug nuts. My caps pop on over lug, some have plastic screw on covers.
    Do you know what make of caps or wheel liners?
