Can't surf the net or read email without iPad shutting down browser and returning to home page. I have latest software and full battery. This is wife's. Anyone know of a fix? If it can't be fixe...

Delete everything you seldom use. It's not lost forever, iTunes knows you own it and will let you download it again, even apps you paid for.
