On my Verizon phone it depends on if you’re talking about updating the Apps or the OS.
The applications are much smaller to update then the Operating System
You can set the Apps to manually update or auto update. They will update from the cell connection just fine.
The OS is another matter it won’t update unless you are connected to WIFI.
At least that's the way Verizon Iphone works.
