Cheapo Arduino
Just keeps getting cheaper- UNO R3 ATMega 328 arduino *with* a 2.4" touch screen for $12.20.
Often thought about combining with a mega/mean/cheapo watt power supply, a digital potentiometer, and a few sensors- the arduino can directly measure voltages, but external would be more accurate, and still cheap, along with temperature sensors, for ambient, battery, and power supply. You could make a *real* smart charger.
