I have three laptops. This newest HP, running Windows 10, is running download speeds from 3 to 5 Mb/s. The other two laptops run around 90Mb/s. This is the newest of the three and one of the old ones is running Windows 7. All of my smart tv's and smartphones are operating normally, using the router.If I connect the slow laptop to the router with an ethernet cable it still runs slow. If I connect it directly to the modem it runs 90 Mb/s. I have two different Linksys routers and the results are the same with either.To confuse the issue further, this laptop will download at 40 to 50 Mb/s when using my phone as a hotspot.I thought the issue may be connected to my Firewall, so I turned it off. No change. I'm totally lost.

You either have a virus, windows 10 is doing another unwanted download, or you have way too much stuff running in background.One of the biggest complaints with 10 is its a hog.If you dont know how to clean it up or stop automatic downloads, take it to someplace like best buy and have them fix it.

This doesn't explain why the speed is 40 to 50 Mb/s when connected to my cell phone hotspot. Then, the speed is close to 100 Mb/s when ethernet connected to the router. The other puzzling part is that I have tried a different router with the same modem with same results.All my other devices (phones, other laptops) connect to the router with expected speeds.

The router shares/distributes the network with all of the devices that use it. The router converts a wide area network (WAN) into a local area network (LAN).Sometimes a modem has the router built it. There may be a bug that only affects whatever protocol Win10 is using.

Are you using a VPN? Many are known for choking throughput.

Hard to say, but AV programs have been known to cause slowness. I haven't used one for 20 years.

Mysteriously, my download speed for the afflicted laptop has gone up to 83Mb/s. The only thing that has changed is that I have begun using Malwarebytes as my antivirus and removed BullGuard. I don't really believe that was the problem, as Bullguard is in use on the other two laptops, without issue.

As said, I have several tv's, tablets, smartphones, printer and security cameras that can access the router but there are seldom more than two devices running at once.

Worries me when things fix themselves.

In Win 10, to view how well (or poorly) the WiFi radio in the PC is talking to the WiFi radio in your router (not internet speed), goto Control Panel>Network and Internet>Network and Sharing Center and click on the WiFi connection. My laptop WiFi speed with an N750 router is 300 Mbps. My internet download speed is 110-120 Mbps.

Just a thought, what browser are you using ? Win 10 comes with Microsoft Edge and it caused me enough problems that I stopped using it a couple years ago.

All wireless will slow it down.
We run two systems. One computer is hardwired to modem wireless router. Second router/wireless is used to connect another desktop to system.
Two laptops are connected to first modem/router and one laptop and one smart TV are connected to other router/wireless device.

With 4 smart tv's and 3 laptops that would be a lot of wires, so we go with WiFi.

Mine is all four wire digital signal.
System connects to fiber via a four wire cat 5 cable into the modem. Ethernet cable runs from modem to computer ethernet card.

There is still a coaxial cable that distributes the Spectrum signal to their modem, in my home. I then run from that modem to my Linksys router to feed all of my stuff.
