How do I delete photos from the icloud?

My DW is getting a message that her iPad won't back up because there's not enough space on the icloud. We've transferred photos to the laptop and deleted them from the iPad but still get the same message. Next I did a Google search and, following those directions, we signed onto her account from the laptop, and went to the icloud drive. It's showing that there's no data stored on it. She's gone into the Storage part of the app and turned off most of the applications to be backed up. We waited overnight, but she's getting the same message that there's not enough storage space to perform a backup. We looked at the "Delete Backup" option, but that seemed like it would delete everything that she's ever stored on it icloud. She really only wants to delete some of the photos from the icloud. She really isn't interested in purchasing more storage. Can anyone tell us what we're not doing or what we're doing incorrectly?

On your device, go to Photos, Albums and select My Photo Stream.
Click Select in the top right-hand corner and choose all the photos that are to be deleted.
Click the bin icon in the bottom right-hand corner to permanently remove them. This will wipe them from iCloud, as well as any synced devices.

Delete everything from iCloud then perform an iCloud backup with what is on your device now..
