Rogue program sucking up bandwidth?
My data usage seems to be "over the top." Is there an application that can catch a program that is using a lot of this usage? Just increased my Verizon usage to 7GB and I'm almost at this limit with 1...

The only way to do any task or bandwidth management on the iPhone is to jailbreak it and use a utility like FireWallIP to block a process from accessing the Net unless it is on Wi-Fi. Android, this is a lot easier.

In iOS 7, you can go into settings and turn off cellular access per app without needing to jailbreak.
