MEXICOWANDERER, I have been seeing your posts for some time, and wish I had a solution for you. If you have a good, cheaper, data connection better than phone, consiter VOIP, or voice service via internet. Might be a cheaper solution. Up where we are, our voice connection via internet is just a fraction of what cell phone or telephone landline costs, and free longdistance service in included.
Since he has an address in California, why not run a VPN there and VOIP at CONUS rates. Could use something like Obihai as gateway to telco for simplified calling rates to US.
And listen, cautions about international destinations of computers (potentially with restricted encryption or whatnot) has nothing to do with liking the guy. I have read many of his posts with great interest.
But we have to remember, Mexico is a different Country. There are restrictions and regs for a reason. Doesn't matter if it is intentional or accidental, skirting the laws can be the source of great...discomfort :(
Just using a US address for shipping and carrying across the border because vendors won't (or can't?) ship directly to your country does NOT exempt anyone from the regulations.
I don't know the specifics for Mexico, but doing it for some countries will get you a healthy fine and possibly prison time for smuggling ;)
Make sure you know the regs and restrictions for your situation. Sure wouldn't want to see you get jacked up- especially over a few hundred bucks!
Good luck.
