I bought a $200 laptop/tablet with Win 8.1 to run S&T - I can detach the keyboard and link the tablet to the GPS puck. Works fine.
I don't believe that there is any limitation on installs for Streets & Trips 2013
I think that I'm up to five or six installs so far over a period of time.
Microsoft Office did top out at four installs - which is probably what you're referring to.
