It's a long story, and took me a long time to get. First you must have your account carried under a business. The APN name for ATT is "i2gold." I use the hotspot to access IP cameras and the static IP address follows me nationwide. I'm using an ATT Unite hotspot. Costs an additional 3.00 dollars a month. Google i2gold.....

It's worth every penny.

how can a mobile hotspot have a static IP address ?

I've used VPN Unlimited for the past several months and I'm completely satisfied. If you look around you can get a real good deal for a 3 year subscription. You can use it on 5 devices. I needed it so that I could change my IP and access my hotspot, which has a static IP. AT&T doesn't allow mobile to mobile data connections so I go through a VPN Unlimited server first to change my IP. Look around and you can get a really good deal for a 3 year contract. It doesn't slow down my internet connection any at all that I can tell.

I use VyprVPN, just because they are based out of Austin, and support the local Linux community.

The main reason for this is simple -- there are a lot of attacks someone running a wireless access point can do, and by running a VPN, all they see is just an encrypted pipe from your computer or device to the VPN provider.
