What to do next?? Is it malware or not?

This answer from a tech-dumb monkey here, so can't explain it.

I got this same pop-up a few months ago. I could not even shut down normally, so forced a shut-down. Then, when I launched again, went to recover, and gave it a date a few days past. It recovered, and no pop-up. I then ran Avast scan and it said - No Problems. Never saw the popup again.

That happens to me from time to time. If you can identify the sender you can bill them a fairly large amount. However what has worked so far is to "Crash" the computer (Lean on the power button till it shuts off) and restart. If you can report the thing to folks who can do something about it.

For example if you are on some page when it pops up. Notify the web master for that page. They criminals are likely purchasing ad time from said page and the page master can shut 'em down.. also report them since they paid him he has to knwo who they are.

I got the same thing. I rebooted and it went away. I did a security scan and then I reinstalled Google Chrome.

I think you have an extra "C" in there! You are probably talking about
CCleaner which, as you tried to state, was formerly called C-R-A-P Cleaner. :)

It was likely Javascript malware embedded in either the webpage or affiliate ads. I've even had these popups on Yahoo News Sponsored links - no surprise following the revelation of 400 million Yahoo mail user accounts breached back in 2014. At least they notify account holders in a timely manner? :S

Browser popup blockers will not likely work with Javascript based popups. You'll need to kill the browser page if it locks it. Try the keyboard command ALT+F4. If that doesn't work, press CTL+SHFT+ESC and end the browser process.

Amazon web services (AWS) permit the use of HTML including scripting. Dropbox uses AWS, and is dropping HTML support in October. Likely due to abuse, similar to what you experienced.
