Bought my A a year and a half ago in NC. We did get the title notarized at the sellers bank, and also had the bill of sale notarized. I created the Bill of Sale, and included lines for the sellers drivers lic number and address, so the notary verified those as part of the process of completing my form.
NC does not require a tag for transport on a private sale, but some states do. You would need to verify the rules for SC and Ga in order to be safe. But the lack of a tag is not considered a moving violation in most states, so no points against your license. You could get a fine though, but not a major concern if you cant get a temp/transport tag.
